Should a true "conservative" believe that government should be controlling social issues?

That seems like government intrusion to me. I don't think the government should have any other jurisdiction over an American's lives other than defense, mail, and infrastructure. Other than that all personal issues shouldn't be dictated by the government. Isn't that the more "CONSERVATIVE" position?
