Sonograms required before an abortion?

The governor of Texas recently signed a bill requiring any woman seeking an abortion to have a sonogram before undergoing the procedure. I think this is a terrible and probably unconstitutional invasion of privacy. Texas has a $26 billion deficit, the governor is a republican, a party that (supposedly) stands against government intrusion into peoples personal lives. Why make this a priority if cash strapped Texas can't afford it and it goes against their stance on individual liberty and smaller government?
